Microsoft has launched a new Cloud Cost Optimization blog series. The first post covers how organisations can maximise ROI from AI while keeping spend under control. It is worth pausing on why that series exists right now. After two years of accelerated AI adoption across most large enterprises, a significant number of organisations are holding material Azure bills, a tranche of Copilot licences, and a board that has started asking pointed questions about what the investment has actually produced. The series is Microsoft's way of acknowledging that reality without stating it directly.
That is not a dig at Microsoft. Vendors do not build content programmes around financial discipline unless the market has a visible problem with financial discipline. The timing of this announcement is itself information.
What the source article actually gets right
One genuinely useful point sits in the middle of the piece: AI cost optimisation is not the same thing as cloud cost optimisation, and applying the same tools and thinking to both will mislead you. Traditional FinOps practice was built around workloads with predictable behaviour. You reserved capacity, right-sized VMs, set budgets, and broadly trusted that the numbers would hold. AI workloads have a different character. Inference costs shift with demand patterns. Training runs are expensive and episodic. Teams experiment, iterate, discard, and retrain, and every cycle carries cost implications that are genuinely difficult to forecast in advance.
The article also frames ROI correctly as something that evolves across a lifecycle rather than something you calculate once at a go or no-go gate. Value from AI does not crystallise at deployment. It accumulates, or fails to, across months of production. The plan, design, manage structure the post proposes is sensible in theory. In practice, most organisations have experienced that sequence in reverse: deploy under pressure, discover the cost implications afterward, then attempt to manage and justify retrospectively. The framework is sound. The order in which it typically gets applied is the problem.
The governance question the article does not address
Here is where the source stays safely at the surface, and where the more consequential conversation lives. Governance is the variable that either makes AI ROI visible or keeps it permanently obscure.
When governance is functioning, you have operational clarity. You can identify every AI workload running in your environment, trace it back to an owner and a stated purpose, and work out whether it is delivering against that purpose. That visibility is the prerequisite for any meaningful ROI calculation. Without it, you are producing a number that sounds plausible and calling it measurement.
The complication is that governance is also where value gets killed before it is ever realised. In most large enterprises, particularly in regulated industries, AI governance currently looks like approval processes with unclear criteria, procurement cycles that outlast the relevance of the models being evaluated, and risk reviews conducted by people assessing technology they do not fully understand against requirements written for a different era. Financial services organisations, in particular, have watched genuinely useful AI initiatives stall for six months in governance review while the business problem the initiative was supposed to address continued unchecked.
There is also a broader confusion worth naming. Elaborate governance frameworks and operational visibility are two different things. An organisation can have a comprehensive AI ethics policy, a dedicated governance board, and a multi-stage risk review process, and still be unable to answer a straightforward question: what AI is currently running in our production environment, what is it costing us, and who owns it? Policy documents and approval gates produce neither spend data nor outcome data. They produce process.
Why measuring value is harder than it looks
The article proposes a reframe that is correct in principle: stop asking "how much does AI cost?" and start asking "what value does this workload deliver relative to its cost?" The difficulty is that this reframe assumes something most organisations have not yet done, which is define what value looks like before they deploy anything.
Azure Cost Management works. Tagging strategies exist. FinOps tooling is mature enough to give you accurate spend data at workload level. The gap is not technical. The gap is that "value" for a given AI workload is almost never defined with enough precision to make a retrospective ROI calculation credible. Is value time saved? Decisions improved? Errors avoided? Revenue attributed? Each requires a different measurement approach, a baseline, and an attribution model. The conversation between the team commissioning an AI initiative and the people who will be held accountable for its outcomes rarely happens at that level of specificity before money is committed.
This is where governance and ROI measurement connect directly. A governance process that requires a defined business outcome and measurable success criteria as the entry ticket to production is the thing that makes retrospective measurement possible at all. If the intended return was never stated, evaluating whether it was achieved is an exercise in retrospective storytelling rather than analysis.
The unglamorous starting point
Microsoft's direction of travel is right. AI financial management needs to be treated as a strategic discipline, tethered to business outcomes, and managed continuously rather than reactively. None of that is wrong.
The practical first step, though, is an inventory. Before the lifecycle framework, before the FinOps tooling overhaul, before the governance redesign: find out what AI you actually have running. Most organisations deploying AI at scale built their estate incrementally, across different teams, under different governance regimes, with varying degrees of business case rigour attached to individual initiatives. A complete and current picture of every AI workload, its cost, its owner, and its stated purpose rarely exists.
Getting that inventory right is not exciting work. It does not feature in a product announcement. But the organisations that can look their boards in the eye and explain what AI is delivering tend to be the ones that started with that question, rather than treating it as something to figure out once the bills became uncomfortable.
